Stuck in Manila airport with non-working Credit card, what are my options?

So I was an idiot and went overseas without bring cash, thinking I could use my visa debit card to withdraw cash on arrival without clearing the travel with my bank in Taiwan first. Therefore I'm stuck in Manila airport with a Taiwanese debit card that doesn't work, a New Zealand credit card number I remember but didn't bring the physical card for, and no cash to buy a sim card to call my bank and get them to unblock my card (assuming that's the issue, and that they'll be able to speak English if I do).

What are my options for turning money from my NZ internet banking or my credit cards into cash? Could I use PayPal somehow? In the meantime, any Uber equivalent I can use for transportation/food with the NZ credit card number?
