Europe in June for 15 days

7 years ago, back in high school, I took a rather fast-paced, very focused trip along the Mediterranean with a student ambassador group. I enjoyed my time on that trip, but I feel like I missed out on a lot of things because we moved from city to city so fast. I've always wanted to go back and explore a little corner of Europe at my own pace, a slower pace. Now that I've got the time and money for such a trip I'd like to make it happen. I'm planning on taking 2 weeks off work, and in that time I'd like to be able to visit at least 3 major cities in different countries. I'm planning on flying in and out of the same airport as that seems to be the cheapest way, so my beginning and ending destination will be the same. I'm thinking about hitting these cities in a loop, spending a few days in each one. I'm not too particular about where in Europe I end up, although I've been looking mostly at Czech, Poland, and Hungary. I'd like to spend more time with my feet on the ground exploring these cities rather than entire days in a bus or train, so the closer the cities the better. Are there locations in Europe that are good for a trip like this that I'm overlooking? I'm trying to keep my flight from IAD/BWI to anywhere capped at $600, and traveling from 6/4 to 6/19. I've found compatible flights in Barcelona, Prague, and Budapest. I haven't done much digging for prices elsewhere yet.

And while I still have your attention, hostels. These are a bit of a foreign concept to me as you don't see these in the US. I've been looking around at many of them listed on Hostelworld and there are some very acclaimed locations but some of the reviews throw me off. Of course, if there's a service to be provided someone will have a complaint about it. But the reviews for any given hostel seem to shift wildly from it being a comfortable, clean, safe place to sleep with functional amenities and a social environment to it being a dirty, moldy, bug infested place that reeks of stale piss with broken AC and rude staff. Should this be a cause for alarm? The positive reviews far outweigh the negative ones by volume, should these negative outliers be considered or do you suspect they were just problematic people? What hostels would you recommend? I wouldn't mind staying a weekend at a party hostel, these are the ones I find with the most controversial reviews so I'd really like a push in the right direction.
