I want to go to Rome, Dubrovnik and Amsterdam for a 3 week vacation. Unfortunately, the only 3 free weeks I have for the foreseeable future are in February 2018.

I live in Southern California, so I don't NEED to go anywhere sunny for a vacation. But will I be miserable being unable to sit outside and drink beer, one of my favorite European past-times? Will there be other solo-travelers during this time?

Was thinking one-way to Rome (super cheap during this time), making my way to Bari, taking the ferry to Dubrovnik, flying to Amsterdam, and then home. Looking at 3 weeks, with budget around 3k.
