Italy or UK in February?

I'm doing some preliminary planning for a far-off round-the-world trip, and I'm trying to figure out that to do with five or six days between visiting Muscat and returning home to Seattle. My top two choices at the moment are the following:

  • Fly to London and either spend the whole time there or the first couple of nights in Bristol (or some other smaller city I can easily transfer to from Heathrow). I've been to the Scotland and northern England before, but nowhere south of Leeds.
  • Fly to Rome and split my time between there and Milan. I have no prior experience in Italy.

For some context: I loathe hyper-touristy places; I could feel my blood pressure rising on the Royal Mile in Edinburgh as I saw the "get your family photo taken in Scottish tartan!" signs. I spend most of my traveling time browsing either museums or historical sites, and I enjoy myself the most in culturally interesting cities with lots of great food (and lattes and cider) to try. Given that, I'm already a little more inclined towards London, but I'm open to suggestion. Part of why I'm considering Italy in particular is that I know Rome can be really touristy most of the year, but I've head February is the lowest of low seasons there, and I'd love to see the history but not wait three hours in line for the Sistine Chapel. Could spend ages in Glasgow, Melbourne, or Tokyo; got bored with York and Edinburgh after about twenty-four hours.

Thoughts? I know that the weather will be less than ideal in either country that time of year, but I doubt it'll be drearier than Seattle, and I'm going to be spending the bulk of my waking hours in museums and restaurants anyway.
