Getting around in Europe for a month

I am going to Europe from the U.S next month and I think I am pretty set on getting a International Drivers Permit and renting a car for the month that I'm there. I am going to be visiting Paris,France, Barcelona,Spain, Monaco/Milan,Italy(only country I need an IDP for), Stuttgart,Germany, Amsterdam,Netherlands, Brussels,Belgium, and possibly Switzerland sometime in the middle if I feel I can afford to stay but ending back in Paris. I have a $4500 budget that I'd love to stay under for the month

I do have a few question.

  1. How much am I looking to spend on gas per liter on average/City? I know that it will change drastically between cities but I assume I'll be filling up around the cities I'm staying in

  2. Is there anything I need to be concerned with as far as driving around? (i.e Border crossing, police, general traffic problems... etc.)

  3. Road conditions. I am going to start in Paris and loop around to those countries. Could I reasonably expect to make it around in a small economy car or would I need to get something a little bigger/sturdier?

  4. Recommendation. Is there a better way to get around? I've looked into both train($600 for the month) and planes(average $50 per flight) for getting around and while I expect gas to be the deciding factor, the best rate for a car rental I found was $350 for the month plus I get the freedom to travel anywhere but also I'm wasting time and energy driving for hours every few days. Being able to nap on a short flight or even sleep overnight on a train would be convenient. So if you have traveled around Europe before what was your experience?

  5. I am going to be staying in Hostels and am also unsure of the general areas that they are normally in if they are shady or if there are areas of cities I should avoid parking for long periods of time.

  6. Also Paying for gas as an American we're way behind on the Security features and I only have a Chip card or a Pin card and not a combination PIN/Chip bank card so I am unsure if i would be able to pay for gas at gas pumps or would need to visit the store each time, which isn't a problem but just an inconvenience.
