A guy I hooked up with last night badically wants nothing to do with me anymore

So yesterday, I met a guy from my hostel. We first were introduced to each other after a nightly hostel event (stand up comedy on Fridays). We and a few others went to a bar afterwards, and I was beginning to notice that the guy was making more of an effort to talk to me than with others.I don't have much experience in this area, so of course I was flattered. It didn't help that he was really cute, a bit dorky, sarcastic, tall as hell and had an accent (australian).After getting a few drinks, we found a place with good music and people dancing. By then, me amd the guy was pretty deep into getting to know "interesting facts" about each other. I was, admittedly, rather enjoying myself. One thing led to another, and we were kissing. We got out of there pretty quickly, and wandered the city looking for a private place. We ducked into alleys to make out, and honestly, I really did enjoy it.He was being very sweet, and we were both getting pretty worked up. I wasn't completely sober, but I knew that I really liked him and wouldn't mind going all the way. He pulled back, though, which I found a little frustrating. He wasn't comfortable having sex with a drunk girl, which I respect and appreciate, BUT. Why get someone all hot and bothered just to pull away at the last second?Eventually, he walked me back to my hostel, kissed me for the last time, and promised to text in the morning. He never did.I feel like I'm getting a bunch of mixed signals. No matter how hard I think, I can't come up with a good reason as to why he would actively pursue me, make out with me but refuse to fuck me, then kiss me with the promise of being in touch, and then totally not stick to his word.
