Taiwan East Coast Area
I am headed to Taiwan for 18 days. I plan to only spend 2 or 3 days on the East Coast as the bulk of my time will be in Taipei and maybe 2 days in a southern city.
Issue is, there are so many beautiful places to go. I am looking for easy yet beautiful hikes during this time or great views, and a place that is not the biggest foreigner spot. I speak Mandarin but not Taiwanese.
I am debating a few things.

just driving or hiring a car to Cape Eluanbi from Kaohsiung.

Taking some sort of bus part way south for the view of that highway down the coast and eventually stopping for a night or two and training back. Is this highway view substantially better than a train in exchange for the time lost?

Taking express train to an eastern city and staying there for two days.
Suggestions would be appreciated on if one of the options above seems substantially better than the others.
