Help Me European Solotravelers!!! ICE trains are confusing.

I am taking an ICE train from Amsterdam to Cologne (and later in the week to Berlin). After a fair bit of googling I eventually figured out where my seat was after trying to interpret the German ticket (google translate was no help because everything is shortened not full words).

Now I am trying to join the onboard Wifi and it doesn't work on my iphone nor my laptop. It has the network available and has no password required, but when I try to connect it says no internet (although it shows full bars). Any help would be appreciated :)

EDIT: Also, the power point on my seat doesn't work, is this because I'm on a shorter route?
