Planning a trip with extended layovers under 24 hrs - need advice....

I will be planning a trip at the end of Jan for about 2 weeks. I recently discovered the airwander.com website that finds inexpensive flights with connections. One flight pattern in particular that I'm interested in puts me in Stockholm for 9 hours on the way to my ultimate destination, and then on my return, I'll be 21 hours in Lisbon.
Since I'll basically be traveling with one small carry-on luggage (on wheels) - do you think I'll have enough time in my layover in Stockholm to leave the airport and explore the city for a few hours then get back in time for my connecting flight? Having never been, I have no idea what the process will be like leaving the airport (passport control on the way out and re-entry on the way back), and how far the airport is to anything worth seeing? Is this at all realistic?
In Lisbon, with the 21 hour layover, I'll definitely have time to leave the airport and come back, but the same questions apply as it relates to leaving and re-entering the airport, as well as distance from the airport to anything worth seeing/doing. Any help and guidance here is much appreciated.
Lastly, if anyone may know of where I would be able to lock my luggage while I take my day-trips, that would be great, as I'd prefer not to schlepp it with me :)
