$2,000 budget that NEEDS to be spent on travel by the end of 2017. Do we splurge on plane tickets and travel to a cheap location, or do we buy cheap flights and travel to a more expensive destination?

For the past month, I've been browsing r/Travel in hopes to narrowing down a place to travel to. Unfortunately (and fortunately), my range of choices expanded and I've become a bit overwhelmed. I will explain in detail the circumstances regarding my future trip below.
Budget: This is what my trip revolves around. I have $2,000 I NEED to spend on travel by the end of 2017. I can also add in an extra $500 if need be, but $2000 is where it starts.
Duration: This really depends on how long I can stretch my budget out for. I'll put a max cap of 10 days. Like I said above, I also need to take this trip in the next three months before the end of 2017.
Where I am starting: New York City/ Tri-State area. I intend to fly to my destination.
Interests & Preferences:
I will be traveling with my girlfriend, so we need the $2,500 budget split between the both of us.
I began my search looking for places we could fly to cheap. These included:
- Ireland
- Scotland
- Norway
- Sweden
- Carribbean
- Colombia
- Central America
- Iceland
We're willing to travel to any of those places.
More recently, however, I realized that though some of these places may be cheap to fly to, they might not be cheap to vacation in. So, I began my research on places where it was more expensive to fly to, but still gave me the potential to spend less for housing, food, and activities. These included:
- Eastern Europe (Poland, Romania, Moldova, Ukraine, Bulgaria, Montenegro, Albania, Macedonia, Kosovo, etc.)
- Southeast Asia (Thailand, Malaysia, Singapore, Cambodia, Vietnam, Laos, Myanmar, etc)
Some of our preferences: - Willing to stay in a hostel, AirBnB, hotel. - We'll be traveling in the Winter time, so it would be nice to go somewhere warm, but we're very intrigued to go someplace cold, too. - Last vacation we went on was to San Diego. We stayed in downtown for the first half of the vacation. The second half we stayed nearer to the beach. Preferred the beach, but honestly we still think staying in a foreign city would be a great experience. - Wilderness and hiking are definitely an option. - Touristy places are fine, but aren't prices usually higher in those general areas? - Everything I listed above is an option to travel to, or places that weren't mentioned above that fit each criteria. We would also like to go to the rest of Europe, but that's more expensive. We've already been to London, Hungary, Vienna, Venice, Mexico, and various states around the US. - United States is a possible option, but it's lower down on the list of places to go.
Basically, we cannot decide if we should spend more on a plane ticket and gamble on that country being less expensive to vacation in or if we should pay less for a plane ticket and hope that country isn't absurdly expensive. Plus, we're not sure how long we would stay for to be comfortable with our budget. The longer we're vacationing, the better, but that may not be doable for us based on our budget.
If anyone has experience with any of these places and how much it costed them total, that's what we're looking for more or less.
